I was wondering why exactly do I sometimes see linebackers playing on the LOS or "down" ? I'll see a backer playing normally behind the LOS, and then the next play he's in a 3-point down on the LOS.I know this may be a very basic question, but I'm not sure why exactly this tactic/scheme is used.
Any suggestions would be great,thanks.

My answer will be pure speculation but I'll give it a shot any way. I think you often see this with some 3-4 teams. The OLB to the strong or weak side in some schemes will come down on the edge. Another reason is that bringing a Backer down to the line changes the front. If a front is odd or even it changes the blocking schemes for offenses. Example: an odd front defense that brings a LB down becomes an even front and changes the normal blocking scheme of the offense.
Always being in the same defensive look makes the blocking much more simply. Adding another down player occasionally takes a little of that advantage away by creating a little confusion for the offense. This obviously is more effective versus average teams. It rarely effects the better ones.
