Why would you put an end inside a TE? That seems like an easy block for him to seal the end, leaving the safety ripe for a kick out block.
I am assuming that the safety reads the TE and fills accordingly against flow to.

I imagine it's to seal the inside crease, forcing the run wide and then leaving your DB to make the tackle.
