My understand that the offense should have numerical superiority if the defense is in a two deep shell(provided they match up on all wr's).
My question is if the offense starts in cover 2 shell pre-snap but then rotates to some type of cover 3 post is the defense now in a 8-man front?

I guess this could be a technical question, but I say yes it is an 8-man front. You have 8 players who are responsible for the run first - assuming the safety you're rolling down is now responsible for contain against the run and playing the flats.
As far as having numerical superiority in a 2-deep shell... I think it depends on the offensive formation and how the defense is reading and playing.
