How much can you improve a kid's 40 time?
How much work is it going to take to do that?
Is it worth it in field performance, and is it worth it in getting the kid recruited?

Personally, I think the forty is an outdated measure for football speed. I much rather see 20 times, or 10 with a WR. 10 lets me know how quickly they can get on a db's heels. What a lineman's forty time tells us is beyond me.

The same thing having a wide receiver bench press does, I guess. They are outdated, but a majority of people recognize a good 40 time, or a good bench press, and it gives them an idea of how fast or how strong someone is. Not necessarily an accurate one though!

1) Forty times today at the combines show scouts not necessarily how fast the player can get some where, but there is a lot looked at how ground is covered in how many strides. Also is a great test at the 10 and 20 yard dashes which like you guys have said is more important.
2) I believe you can shave a tremendous amount of time of 40's (tremendous = 1/10ths & 1/1000's of seconds. The #1 things a runner has to fix is his start. Typically that is a killer. The other big problems runners have is the upper half of their body....controlling their arm cycles, relaxing their hands, shoulders, and face (wasted energy when it is clinched and strained).
Now this all comes from someone whose best 40 was maybe a 5.1

The starts are killer. Watching the combine, I was surprised by how many guys had bad starts. And we're talking about the RBs. I'm not a 40 yard dash expert, but a lot of these guys popped straight up by the 3rd or 4th STEP. I don't expect a college coach to teach a guy to run a 40 yard dash, necessarily, but they've been preparing for this since December or January. Also, I think whether its important or not, a high school coach has some responsibility to improve the 40 time to help his kid get recruited.
